Scott, one of the CIA' s most accomplished officers, oversaw the surveillance of accused assassin Lee Harvey Oswald in Mexico City six weeks before JFK was killed. Scott later wrote a memoir saying that the CIA had duped the Warren Commission on a key point about Oswald. Scott wrote that he believed JFK had been killed by a conspiracy.
